The initiative was adopted by the Ministerial Council on 7 September and formalised through a decree. Once launched, the platform will serve as a central hub for all gambling operations in the country, ensuring accountability and effective regulation across the sector.


Government endorsement and key features


A report from L’Union Gabon, a Gabonese newspaper, stated: “The government has approved the creation of a national integrator-aggregator entrusted to the Gabonese company e-Tech SAS, as part of a public-private partnership with a Canadian partner. This platform will provide comprehensive regulation of the sector, ensure the traceability of financial flows, guarantee the payment of winnings to bettors and optimise taxation.”


The platform’s main functions will include bringing all operators under a unified regulatory framework, tracking financial flows to prevent fraud, and guaranteeing pay-outs to players. It will also introduce modern responsible gambling measures such as age verification and monitoring tools to manage addiction risks.


Officials have emphasised that the reform is not designed to displace existing operators. Instead, it offers them an opportunity to regularise their operations and align with the new standards set by the government.


Jobs, protection and accountability


The L’Union Gabon report further noted: “It should also create local jobs, enable better monitoring of addiction risks and protect all stakeholders.”

By consolidating oversight under one platform, the government aims to reduce illegal practices, protect bettors, and secure revenue streams through effective tax management. The reforms aim to encourage sustainable growth while supporting the broader digital economy.


Part of broader digital reforms


The gambling platform falls under Gabon’s digital transformation agenda. In September, the government introduced a legal framework to modernise public administration, enhance transparency, strengthen data security, and expand the participation of local private-sector firms in public tenders.


By connecting the gambling initiative to these broader reforms, Gabon is positioning itself as a regional leader in tech-driven, well-regulated industries. This vision emphasises the nation’s determination to utilise digital creativity to build improved governance and sustainable development.


Addressing gaps in the market


Despite these developments, Gabon’s online gambling sector is not well-regulated. Citizens are still free to utilise offshore sites outside domestic control. The Ministry of Finance and National Lottery Authority will also continue to monitor licensing and compliance for operators, thus maintaining responsibility in the roll-out of the new system.
