Brazil is considering a new round of regulatory changes for its online Gaming market as authorities look to strengthen user protection and refine rules introduced during the market’s initial regulatory phase.

The Ministry of Finance is examining potential restrictions on certain platform and game-design features that may encourage excessive or impulsive activity.

According to recent reports, features under consideration include accelerated game rounds and automatic repeat functions, although detailed requirements have not yet been formally introduced.

Product design moves into regulatory focus

The latest discussions indicate that Brazil’s regulatory approach may increasingly extend beyond operator licensing and advertising into the design and functionality of digital Gaming products themselves.

One challenge is that operators do not necessarily develop the content available on their platforms.

Many Gaming products are supplied by third-party developers, including international companies. Introducing technical requirements could therefore require regulators to consider how compliance responsibilities should apply across operators, developers and other B2B suppliers.

Some support stronger restrictions on certain online Gaming products, while the Secretariat of Prizes and Betting (SPA) reportedly favors a more targeted approach toward unauthorized platforms rather than broad restrictions on licensed businesses.

No final decision has been announced, meaning the proposals should currently be viewed as part of an ongoing regulatory discussion rather than confirmed rules.
