
Singapore has strengthened its Gaming regulatory framework as a second tranche of amendments to the Casino Control Act took effect on September 21, 2026.
The new provisions expand the powers of the Gambling Regulatory Authority (GRA) and introduce additional requirements covering operator suitability, information sharing, financial crime controls and digital Gaming technologies.
Stronger Operator Suitability Requirements
Under the updated framework, the GRA can consider a wider range of factors when assessing whether an operator remains suitable to hold a licence.
These include unethical conduct as well as systemic failures in internal controls or corporate governance. The regulator may also take disciplinary action where such issues affect an operator’s suitability.
The changes further strengthen the role of corporate governance and internal compliance systems within Singapore’s regulated Gaming market.
Information Sharing for Financial Crime Controls
Another important change requires operators to share certain user information with one another to support efforts against money laundering, terrorism financing and proliferation financing.
The measure is intended to help operators respond more quickly when a user is identified as presenting a higher financial-crime risk.
This places greater emphasis on cross-operator information sharing as part of Singapore’s broader compliance framework.
Electronic Credits and Gaming Software
The newly effective provisions also expand the GRA’s authority over Gaming technology.
The regulator now has explicit authority to approve Gaming software, including software deployed on mobile devices. However, approved mobile Gaming software may only be deployed and used within physical premises covered by the regulatory framework.
Supporting regulations also classify electronic credits as Gaming chips, creating a regulatory basis for cashless Gaming. However, the framework does not automatically mean that every new payment or wagering product has been approved.
As Gaming technologies and payment methods continue to evolve, Singapore’s latest regulatory changes reflect a broader effort to strengthen governance, financial compliance and oversight of digital Gaming systems.
