Mozambique is preparing to implement a new regulatory framework for online gaming under Decree No. 61/2026, which is scheduled to take effect on November 20, 2026. The framework establishes specific licensing, financial and technical requirements for companies seeking to operate in the country's online gaming market.
Under the new rules, operators must be incorporated under Mozambican law and obtain a state concession. At least 26% of each concessionaire's ownership must be held by Mozambican shareholders, while the minimum share capital is set at 100 million meticais (approximately US$1.6 million).
The regulation also introduces requirements for payment processing and platform operations. Licensed platforms must use internet domains ending in ".mz", while deposits, withdrawals, prizes and other related transactions must be conducted exclusively in Mozambican meticais. Payments must be processed through financial institutions and payment service providers authorised by the country's relevant authorities.
Data management is another key area of the new framework. Operators are required to retain relevant operational records and user-related data within Mozambique for at least 10 years. Authorities may also order access restrictions against platforms operating without the necessary authorisation. Telecommunications companies and internet service providers must implement blocking orders within 48 hours of notification.
In addition, the framework introduces measures such as age restrictions, self-exclusion options, temporary account suspensions and voluntary deposit limits.
The new requirements are expected to have implications beyond operators themselves. Payment providers, platform developers, data infrastructure companies and technical service providers may also need to assess their ability to support locally compliant operations.
With the implementation date approaching, businesses interested in the Mozambican market will need to review the new requirements and prepare for the regulatory changes.
